Do the following to assign/transfer a user-license to another user, you can manage it via installed packages of through the user-details page.
- Go to setup>installed packages> zaapit tools> manage users > remove the license from your user and add it to the new user.
- Go to the user details page> add the zaapit app1 permission set for that user (use zaapit app1 permission set for admins, use zaapit app2 permission set for non-admins)
- Mark the enable zaapit layout editor checkbox for the user – read more
